buying when transferring

Hello. I'm transferring Money back from my Paypal account to my Normal Bank Account.as the sale fell through and they gave me a Refund...thats all Cool....BUT I have another small ebay purchase Id like to make...can I use Paypal while transferring back in bank acc   OR do I wait till everything clears( 3 to 5 days?),,then proceed with the purchase?...I dont want to  confuse paypal and stuff anything up.

As long as you have enough funds in your bank account to fund the new purchase then yes thats fine.

BUT if you are relying on those pending funds to fund the purchase and you have 0 funds in your bank at the moment then no.
