buying from Walmart

hello my organization is trying to buy a gift card from Walmart for one of our members and when in checkout after putting in our business PayPal account it says it only accepts US addresses even though the address is US.

You have a paypal account listed in Kuwait, you can't add a U.S shipping address to a Kuwaiti paypal account.
