I have now received six emails with the heading: You set up a billing agreement to automatically pay your eBay seller fees and any reimbursements made under the eBay Money Back Guarantee Policy. Is this ok or does this mean that sellers can take money at any time? Until I understand exactly what this is, I do not know whether to accept it or to shut it down. I have read some text in FAQ but still confused. Can anybody enlighten me in plain language!

When you sell on Ebay you are charged listing fees if applicable and final value fees.
They show in your Ebay seller account.
You are invoiced every month to pay those fees.
You don't have to do anything if you have a billing agreement as Ebay will get the payment direct from Paypal / your selected funding source.
It has nothing to do with paying your 'sellers', you authorise payment to them when you use Ebay checkout to pay them.
Advice is voluntary.
