Dear PayPal,
I would like to send money to my Italy friend by my credit card. But I always happen problem “Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service.” I check your help center. Although I am in China, Amex told me that my card is OK. Please help me check it carefully and timely. Thank you.

If you are in China then its odd you are using or trying to use a U.S paypal account?

Thats probably why then, you can't use another countries paypal account or use one internationally without hitting issues.

No. I live in USA and use USA credit card. Now, I come back to China. I want to use my USA card to send money to my friends in Italy. I use VPN in China. But I still happen problems.
