No, PayPal cannot cancel an order. The merchant has to do that. If there is a temporary authorization, it will remain even if the merchant cancels order and shall expire, drop off, with funds released typically in no longer than 30 days.
However, if the payment completes, then you may dispute to request a refund or dispute to facilitate and arrange for return if order has been shipped and received.
