Wrong top-Up

Hello!

 

I am asking for help on behalf of my friend, because she cannot speak english well.. She, let's say Melori, wanted to top up money on her friend's, Zack's account, from a person's card (named Kate, Melori's mom) which is nor Melori's, nor Zack's name obviously. The money was withdrawn from Kate's account, but did not arrive to Zack's account. We've sent e-mail, 24 hours passed and did not get any answer still, tried call paypal on 3 different numbers and checked the previous answers, did not find any solution. 

Could someone tell me, what should I tell them?
