Wrong card applied to payment. Unable to remove.

Hello, kindly assist here. I mistakenly applied a wrong bank account *(that I should have removed) to a payment and it was declined after a few days. Ideally, PayPal should have used the back-up account since the initial account was declined but they have not yet done this.
First problem, I tried to delete that bad account from the payment options but it was not deleting. I got a message that said "unable to remove this account now".
Second issue.. I expect that paypal will rerun that declined payment. But on which account will they run it the second time?.. Hopefully not on the same account that was declined, and which I can't remove from my payment options.
Anyone with some ideas on this, kindly help. I have called PayPal and I understand it will be several hours before anyone calls me back. Not sure if I can rely on a call-back promise.
