Wrong amount taken by PayPal?

Hi, I'm in the UK and I purchased an item from a website in France. I had exactly £35.00 in my PP account. The item I purchased was 36.60 euros. According to current exchange rate that would be £31.82 which should leave £3.12 in my account but after making the purchase I have 88p. Was I charged a fee? PP shows I paid the seller 36.60 euros but no mention of a fee. Thanks.

Where did you get the exchange rate that you used, was it from paypals site or another?

It was from the website XE money. That was the exchange rate at that time, it has changed since then.
