WooCommerce orders sometimes show status "Pending payment" but no other info on failed order status

When I go to the WooCommerce order details, there's no information on why the order failed. The order is not listed in PayPal's Activity or Summary pages. Could it be that customers get to the payment page and decide not to fill in the payment info? Is there any practical route to pursue completing these orders?

Disappointed that after two weeks there is no response and no support, I updated my web site to warn customers that using the PayPal option is unreliable, and direct them to better payment options.
