Withdrawal refused

Hi everyone, I had a balance in my PayPal account as I was paid by a client. I accepted the payment and went through the process of withdrawing the amount to my current account as normal. However, a message came up saying the transfer had been refused. There is now a line through the amount and my balance is at zero. Is this because my client stopped the payment or is the problem with PayPal? Many thanks!
