Will my account be charged for a refund to a customer even if my balance is negative?

Will the refund go through and will PayPal just hold my account as negative, or do I have to resolve it first?

Also, will they charge my debit card or bank account instead?

Great question! 

You can issue a refund using your PayPal balance or a linked bank account. If you have a negative PayPal balance, this would be added to the amount requested from your bank when issuing a refund.
