Why won't PayPal let me complete any payments / items I try to purchase?

 As the title says, whenever I try to buy something off a site I get the message "Sorry, we weren't able to complete your payment at ths time." Same thing happens when I try to send money in PayPal.

But it doesn't even say my account has been limited or anything like that.

Can anyone help or explain?

Had this exact problem, are you looking on a mobile App? or the actual PayPal site.
