I wanted to pay UPS with my Paypal USD balance but each time it's been taken from my credit card and converted from HKD resulting in a massive currency exchange loss.
Given that the billing agreement specifically states that the paypal balance if sufficient will be used first, why has the HKD credit card been used. Also is this a UPS problem or a Paypal problem.
