Paypal have taken shipping charges automatically out of a refund on an item that the vendor did not deliver. Their intelligent robot on messaging seems like a clueless stupid one when it comes to directing this to anyone sane.
I guess they just don't care and they are beyond the reach of the FCA or any other watchdog?
