Why do some online stores only offer to pay with my linked bank accounts?

Often I'll see an online store offers PayPal as a payment option. However, after stepping through the process, the PayPal window will ask which payment method I'd like to use, and only lists my linked bank accounts and credit cards - not my PayPal balance. I can see in the PayPal payment preference settings that my PayPal balance isn't an option for "In-store" purchases. But, on most of these occasions I'm purchasing a digital product. Two recent example would be iTunes and the Playstation Store.
Why does this happen and is there a way to make my PayPal balance always a payment option?
