Why cant people from Bosnia and Herzeogivna pay with their wallet money?

Hello, basically I learned a few days ago how us (people from Bosnia) cant pay with wallet money. I dont understand the reason behind it so here I am asking the community. Many people are using paypal and its really really frustrating not being able to pay with your paypal wallet balance.

Every country in the world has different options when using Paypal.

Some countries can't withdraw to bank accounts, some can't receive funds at all, some can't send family / friends payments etc etc etc.


Advice is voluntary.
