Why can't I use my pending money to buy an online product?

I have an amount of pending money in dollars and it's the only balance I have in both paypal and the bank account.

I tried to use PayPal to pay for an online product and it tried to take it from my Credit Card instead of Paypal balance. Of course it said that there's no balance on that Credit Card since the only money is on PayPal.

1- I want to pay in USD not in EGP (my local bank account corrency)

2- I want to use the pending balance in PayPal.

Is that possible?
