Why can't I set up a monthly donation to a PayPal-verified charity?

Hi

I've had no problems transferring payments to contacts in the US.

Now I want to set up a recurring monthly donation to a PayPal account that has been verified as a charity with proper governmental authorities, why am I receiving a message that says, "Sorry, this payment can't be completed due to regulations"?

I'm sorry to hear you're having trouble setting up a recurring payment. I recommend contacting our Customer Support for assistance. You can reach Customer Support by clicking 'Contact' at the bottom of any PayPal website. Support is also available through Facebook private message or Twitter direct message.
