Why can't I receive payments ?

My friend is trying to send send me some money from Denmark to Tanzania, but every time she tries,the paypal says: " Your recipient can't accept payments right now." 

What is wrong? I have verifyed everything that possibly could be verifyed. 

Really hope someone could help.
