Why can I not transfer funds into my PayPal?

Title says it all when I press the "3 dots" I see no option for "add money"i have my bank account and debit card added but I see nothing to transfer fund into my paypal I wanna pay someone else that also has paypal how would I do that?

Ability to add funds may not available for some countries. Instead, select a linked payment method during PayPal checkout.
