Why are there different rates when sending money using "Guest Checkout?"

 Many of my international customers don't want to register with Paypal because they are outside the U.S. and when sending payments using their locally issued credit cards, they pay about USD 50.00 more on a thousand dollars, USD, than if they were to checkout as a guest. For example a request sent to someone using his/her email address for the amount of:  USD 1000 with the exchange rate of that date and time is equal to 6.8 so that equates to 6,800 dollars. Same thousand processed same day as a registered user with Paypal is 7.8 equals 7,818.00 dollars
