Why Can't I Make Payments

I am not able to make payments to anyone, each a message pop up saying you can't make payments right now please contact coustomer service or help center. I need to make payments to keep my business going!

You are not alone. I can't make payments to PayPal Credit. It keeps backing out to a useless virtual assistant.
