Which currency to choose?

I have balance in both EUR and US dollars, I am based in EUR, I need to send money to USA so do I put in the amount, choose US dollars and then take from my US balance? Obviously I want the best rate and least fees as possible.

Yes but first go to your paypal wallet and mark USD as your primary currency for that USD transaction.
