Whenever i try to purchase something online it gets declined??

i only have my bank account linked with my paypal account, a few weeks ago i could purchase things without any problems even with subscription payments like netflix.

i keep being told that it's either an account limitation or i need to link a card ect but i don't know how to fix it !

could anyone please help me.
