When to get my refund?

Payment made, seller cancel, deal cancel, seller issues a refund, refund statement shown in my summary, but no money on my bank account.

All of this happens within 1 hour.

How to make a new order or transaction, Paypal says must wait until 30 days.

What? why like this..?

anyone got same problem and know how to get my money on the spot?
