When is it safe to send goods to buyer - I am a new seller on Ebay

I have just sold a high value item on eBay - this is my first sale. The funds are marked in my PayPal account as on hold and this seems legit as EBay seems to delay payment for 21 days for new sellers. So I am ready to send off the item. But the PayPal account says to wait before sending and is also telling me to add a tracking number in order to speed up release of funds - so the information is conflicting - should I send now? All communications are through my legitimate PayPal account.

PayPal is either reviewing the payment or it is paid with an eCheque and you're to wait until funds clear. I would wait until it says OK to ship in the transaction details. It should tell you why you are waiting when you look at the transaction details. Click on the transaction for more details.
