When does subscr_eot get sent to IPN, when for a non-recurring subscription?

I run a website that uses paypals subscription API and charges a one-off upfront 12mth non recurring payment. Its ran that way for years, the uses makes a payment then twelve months later my IPN page gets a subscr_eot notification and I send them a reminder. At some point last year that seems to have stopped. I don't think I changed any code at my end so has this process changes at paypals end. I had noticed in this time span, that the user has started getting a paypal "Profile Cancelled" message, informing them "The following PayPal recurring payments profile is no longer active. We won't bill the buyer again" immediately after they make their payment.
