What if paypal refund money to my buyer whom i have already sent the items?

Paypal recently refunded a sum of money to a buyer who have already received my items. This is saddening as i did not even see or notice the email when he (the buyer) dispute for a claim. Paypal just refunded the money like that! now the buyer has blocked me from discord (platform of trade) and im left with no choice but giving him both item and money? is there a 24/7 hour service i can contact?
