Keep getting the error "We're sorry. We were unable to set up pre-approved payments. Please try again later.

Please return to the seller's website and choose another way to pay." every time I try to link my paypal to my nintendo switch.  My account and credit card are verified.  Have been waiting on chat support to get back to me for the past 24 hours.  I keep getting " Our agent will respond to your message in 1 minute(s).", but no agent ever comes to help.  I have had this account linked before, but unlinked it and now need to link it again.  Any tips or help? Thanks
