Been trying to pay for an Item at Grailed.com and keep getting the message

We couldn't complete your payment. To get your payments working again, check your account or contact us
 
I have tried changing the payment method from card to bank account and have reconfirmed my account and card details but it still wont go through,
I looked at my account activity and it does not show any information about this failed transaction and telephone lines don't allow me to talk to anyone .
Been with paypal for years and never had a problem untill now, I have plenty money in  my account so don't know what's gone wrong ,
