I always get "We aren't able to process your payment using your PayPal account at this time. Please go back to merchant and try using a different payment method." while trying to make payment

Me too, I'm just trying to buy a Google Play gift card from PayPal, but every time I go to check out I get that message. 

 

We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different funding source. 

 

I want to use my PayPal balance but it won't let me.
