Way to send money that isn't "For Goods/Services"

I just want to send money to repay a loan to someone. Last time I did this, Paypal told me there was a way to pay it that didn't make you wait 21 days to get the money released to them.
Does anyone know what that way is?

There is a 'friends / family' option BUT its not available in all countries and I don't think its available in yours.
To check go to send money > put in the email address > then on the next page it gives you g/s OR f/f, if f/f/ isn't there then you can't use that option.
Advice is voluntary.
