WHY transaction is NOT free if im sending money FROM available funds TO my friend IN same currency (USD/USD) but hi is across the border from me (USA/CAN)????

Please PAYPAL explain it to me!

What? You cant be serious now!? Well, how is this different then sending money to a frien in different province or state? Paypal - i dont think its fear, how about you charge fee for sending money between as short as different cities???
