I am facing a problem with a red message "Your Visa Card has been Declined. Try another payment method". How can this issue be solved???

Has to be a credit card in your country, is it?
Does the billing address match your paypal account address?
Do you have funds on it for the confirmation process?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
