I am using a DBS (Development bank of singapore) card where it is treated as virtual card in terms of paypal, where the call support guy is very rude and asking me to read terms and conditions, but the the bloody terms and conditions are not mentioning the bank list. even after reading it how the f**k i know that my bank is treated as virtual card. When i adding the card also it never told me that it is falling under virtual section and cashback will not come.

Virtual banks/cards are generally ones that are opened via online and not opened at a physical branch location. You're based in India but have some Singapore financial account, are there DBS locations in India?
PayPal does not have a list of specific virtual online banks/cards. They expect people to know what kind of accounts online they sign up for before signing up.
