Do the new pricing updates mention ACH?
Does PayPal now incorporate ACH payments for invoices?

Yes, the new rates are applicable to ACH/bank account payment and card funded transactions via standard PayPal Checkout (PayPal branded buttons/shopping cart, invoicing, Send & Request). One always could opt to pay with bank account on PayPal invoices if one has a registered PayPal account with a linked bank account.
You get a lower fee rate if you have a dedicated unbranded (at your website) card processing payment gateway/merchant account through PayPal (ie. PayPal Payment Pro).
