my brother took my paypal and bought 30$ of a guy and sent it as friends and family so i can not refund can someone help please

All you can do is reach out to 'the guy' and ask him to issue a refund, if he doesn't then your only other option is IF you funded the payment with a credit card in which case see if your card issuer will assist you?
