Unauthorised pending invoice

I have a pending PayPal invoice that I did not authorise payment for . I’m unable to cancel the transaction on my account . The merchant who sent the invoice does not reply to my email requests . I didn’t purchase anything from the merchant and did not authorise him to request a payment .
