I have a fully verified paypal business account and i also have fully verified bank account and debit card added on paypal. But , the problem is that i am not able to send money to any email address linked to paypal , Everytime i try to send payment this error comes as shown in photo and i gets not otp on my mobile for verifiying the payment and proceding further.
I have double checked that all the recepient id to which i am trying to send payment are linked to properly verified paypal accounts. I am able to pay on online sites using my debit card with paypal checkout option but not able to send money to any email address. Just to clarify online transactions are active on my debit card and i've used it on sites like Fiverr .
