Hope you are having a good day!
I am from Bosnia and Herzegovina. I linked my PayPal account with a credit card successfully and added my passport information and verified my phone number and did all the required steps to have my account verified.
I first requested a client to pay me for a translation job through PayPal and the request could not be completed. Then I asked my brother in Germany to send me 10 Euro to try and the payment could not be completed. Then I tried to send money from my account to a friend in Bosnia and also requested my friend for payment and we both got this message "your payment cannot be sent due to regulations".
Does anyone know how to resolve this issue!

I already read this article! it doesn't answer why I am unable to send or receive money. The countries in the list are supposed to be able to send and receive money
