Unable to send money

I am unable to send money to any one.Every time I try to send money its showing the message "You can't send payments at the moment''

Have you verified your paypal account by adding and confirming a bank account?

Are you using a bank account OR a card and if the latter have you confirmed that one.

Is there a currency issue?

Are you trying to send within India (no longer available).
