Unable to send money, unable to get response from message center

Hello,

I am trying to send money from my bank account in the US to a friend in eastern Europe. There is plenty of money in the account, but the transaction keeps getting cancelled, with no specific reason given. In addition I keep getting security alert e-mails saying that PayPal has detected a log-in or transaction attempt from a device which it does not recognize. This is the same PayPal account, same bank account, same physical computer and same software I have been using for YEARS without a problem. The PayPal help desk says I should receive a reply to my chat 'in a few hours'. It has now been a full day with no response to an active message. Please help, and thanks in advance for your replies.

What currency are you sending?

Are they in a country that can accept/receive paypal payments?
