Unable to receive payments?

I've had issues receiving payments to PayPal from Upwork and from some other clients outside of Upwork. The error message they get is "Unable to apply funds" and "regulatory issues". 

 

This is the first time this happens in years. I've been a PayPal user for longer than I can remember - No issues until today.

 

Any idea what this issue is about? I have a Business account.

As you have not added your country to your community profile or said in your post then we can't help at the moment (Paypal varies a lot country to country).
