Unable to receive payments

Hi,

 

So I have recently joined PayPal. Have not yet done any transaction on the app but recently when someone tried to send payment, he was unable to saying that it kept showing him the following message, " You recipient can't accept payments at the moment."

When I tried to send a request for payment to the same person, an error message popped up for me as well saying,"There is some problem in the account." However, what the problem is is not mentioned. 

 

Please let me know what can be done about this. Do I need to change some setting options?
