Unable to receive payments?

I have used my paypal for a year or two now with no problems receiving money from others. I only have my debit card connected and no bank and haven't had a problem but recently i was declined by paypal from accepting money sent to me by a friend because i dont have a bank connected. Why is this a thing?? it says i must "verify my account" by connecting a bank account its so dumb.

To remove receiving and sending limits under EU law you have to add a bank account to verify your paypal account.

You don't have to if you think its dumb but then you won't be able to use your paypal account,,,              your choice.
