When your buyer is trying to make a payment to your PayPal account, are they going through the checkout process on the etsy website or are they trying to go through the Send Money tab on PayPal to make a payment?
It is hard for us to determine what may have happened here as we would only be able to see a sender's payments attempts. We cannot see failed payment attempts from the account of the receiver of a payment.
Did the buyer tell you what error message they were receiving when trying to send you money for the item they were purchasing?
