Unable to process payment on Shopify to pick a basic plan

Hi,
I have been trying to purchase the Basic Plan of Shopify and Everything is linked through Paypal but whenever i am clicking "Start Plan" to complete the payment, i am getting a response that "My payment cannot be processed". I have tried contacting the Shopify team but they say the issue is from Paypal's side and not theirs. My card and Bank account linked to Paypal is all verified and working. All the international limits on my card is fine. It is working for International Payments. I am attaching the screenshot of the same.
If anyone can help me resolve the issue? it'll be great!
