Unable to make payments

''At this moment you were unable to make payments'' Why I'm facing these issues how much ever I try ending up with the same statement.  What might be the issues with my account.

I understand that your attempting to send money. I apologize for any inconvenience caused due to this. Payments can often be blocked or declined if the system detects any unusual activity. In this case, please try clearing the cookies and cache in your browser and restart the browser then, try again after a couple of hours. Here's the link to send money. If the issue persists, please check if you have received any notification regarding your account status in the resolution center. If so kindly complete the process. If not you can contact customer service by clicking in contact at the bottom of the PayPal website.
