Unable to make or receive payments with long-standing account

I currently have an error as per below image

Whenever i click resolve account issue it simply takes me to my account summary page. I've had the account since 2012 and in the last year I received a donation via streamelements while testing a twitch stream, and since then I have been unable to do anything with the account. I also can't open tickets as it keeps redirecting me back to the account page so at the moment I'm pretty much SOL with the call center being closed as well. 

Even using my direct paypal link (<removed>) gives an error and does not allow a payment when sending from another user with a paypal account as well.
