Unable to get refund. PayPal closed for covid

Hey all. I'm trying to obtain a refund for a purchase. I've already returned the goods. The seller has been very cooperative. I opened a case through PayPal and the seller cannot issue a refund until I provide tracking information to PayPal. Paypal is supposed to send an email requesting tracking which has never arrived. And they can't be contacted due to their offices being closed due to covid. The seller and have thought to mark the issue as resolved to see if the funds free up from limbo and he can just pay me directly. I have no reason to be alarmed that he won't reimburse me. Will this work? What are my options. Thanks - Tim
